Understanding the revised view of the processing period

This e-lecture explains the impacts of the recent decision of Poyton and Department of Education, which revised the OIC's view of when the processing period starts. The revised view is that the processing period begins when any application arrives in the agency, even if it doesn't comply with all legislative requirements.
