Background

Section 21 of the repealed FOI Act provided a legally enforceable right of access to documents of an agency and official documents of a Minister.

Section 12 IP Act
This section defines the meaning of 'personal information' for the purposes of the IP and RTI Acts. 

Section 67 IP Act
This section provides that an agency or Minister may refuse access to a document in the same way and to the same extent as it could under section 47 of the RTI Act if the application had been made under the RTI Act. 

Section 23 RTI Act
Section 23 of the RTI Act provides a right of access to documents of an agency or Minister.
