The applicant asserted that a further document (or documents) existed that had not been disclosed to him by the respondent. Applying the principles stated in Shepherd and Department of Housing, Local Government and Planning (1994) 1 QAR 464, the Deputy Information Commissioner was satisfied that there were no reasonable grounds to believe that further documents existed in the possession or control of Queensland Transport that fell within the terms of the applicant's FOI access application.
