This was a 'reverse FOI' application by the applicant who sought a review of the Department's decision to release to the third party, a copy of a letter of complaint which the applicant had written to the Department about the third party and his registration as a Justice of the Peace. The Assistant Information Commissioner (making the decision as a delegate of the Information Commissioner's powers under s.90 of the FOI Act), decided that the letter of complaint was exempt from disclosure under s.42(1)(b), s.44(1) and s.46(1) of the FOI Act.
