The applicant sought access to information that would disclose the identities of persons who had lodged complaints to the Council about his dogs. Applying the principles discussed in Bussey and the Council of the Shire of Bowen (1994) 1 QAR 530, the Information Commissioner decided that the information was exempt matter under s.42(1)(b) of the FOI Act.
