Applying the principles stated in Price and the Nominal Defendant (1999) 5 QAR 80, the Deputy Information Commissioner decided, in accordance with s.77 of the FOI Act, not to review further the Department's deemed refusal of access to documents on the basis that the applicant's application was misconceived and lacking in substance.
