The documents in issue related to action taken by the University to improve the quality of teaching in its Department of Law (as the School of Law then was) in 1995.  The University agreed to give the applicant access to the majority of the documents sought, but objected to disclosure of parts of one document. 

The Information Commissioner found that the matter remaining in issue was exempt from disclosure to the applicant under s.40(c) of the FOI Act, as its disclosure could reasonably be expected to have a substantial adverse effect on the management or assessment by the University of its personnel.
