In these related cases, the applicant sought access to police files concerning him, and documents created in the course of investigations by the QPS and the CJC of complaints by the applicant against police officers.

The Information Commissioner applied principles established in Godwin and Queensland Police Service (1997) 4 QAR 70 and McCann and Queensland Police Service (1997) 4 QAR 30, in finding that information concerning third parties was exempt, but statements by police officers which concerned their dealings with the applicant were not exempt from disclosure to the applicant.
