The applicant raised 'sufficiency of search' issues which the Information Commissioner dealt with according to the principles stated in Shepherd and Department of Housing, Local Government and Planning (1994) 1 QAR 464.

 

The Information Commissioner found that there were no reasonable grounds to believe that the documents falling within the terms of the applicant's FOI access application (i.e., records concerning the applicant's medical treatment at the respondent agency in the period from 1952-1956) still existed in the possession or control of the agency.  Accordingly, the Information Commissioner affirmed the decision under review.
