The applicant sought access to documents held by the respondent which related to his personal affairs or were in any way associated or connected with him.  The Information Commissioner considered the application of s.38, s.42(1)(e), s.43(1) and s.44(1) to the various documents in issue.  The Information Commissioner found that some of the documents qualified for exemption under s.38(b), s.43(l) and s.44(1).
