The Information Commissioner considered the sufficiency of search conducted for documents held by the Board, in accordance with the principles set out in Shepherd and Department of Housing, Local Government & Planning (1994) 1 QAR 464.  In the case of some claims of the applicant, the Information Commissioner found that there were no reasonable grounds to believe that documents existed and were held by the agency.  In relation to all claims, the Information Commissioner found that the searches of the agency for documents falling within the terms of the initial FOI access application were reasonable in all the circumstances of the case.
