The applicant raised 'sufficiency of search' issues which the Information Commissioner dealt with according to the principles stated in Shepherd and Department of Housing, Local Government and Planning (1994) 1 QAR 464.

The Information Commissioner found that there were reasonable grounds to believe that a number of the requested documents did exist, or had at one time existed, as documents of the agency.  However, following inquiries undertaken at the University by a member of the Information Commissioner's staff, and extensive searches undertaken by the University at the Information Commissioner's direction, all of which proved fruitless, the Information Commissioner was satisfied that the University had undertaken all searches and inquiries that could reasonably be required of it in an effort to locate the relevant documents.
