The Information Commissioner considered the application of s.42(1)(b) of the FOI Act, and the principles explained in McEniery and Medical Board of Queensland (1994) 1 QAR 349, to matter which could reasonably have been expected to enable the applicant to identify complainants to the Council in respect of the applicant's poultry pen.
