Applying the principles set out in B and Brisbane North Regional Health Authority(1994) 1 QAR 279, the Information Commissioner found that parts of a letter to the respondent relating to allegations of impropriety were communicated on the understanding that they would be treated in confidence, and that they qualified for exemption under s.46(I)(a), but that other parts of the letter (dealing with court proceedings between the author of the letter and the respondent) were not exempt from disclosure.
