Applicants cannot provide redacted identity documents

The Office of the Information Commissioner’s Enquiries Service has received a number of enquiries about applicants who provide identity documents (ID) with information blacked out, such as numbers or photographs.

We have updated our Evidence of Identity and Authority guideline to confirm that ID with information blacked out is not valid as evidence of identity under the Right to Information Act 2009 or Information Privacy Act 2009.

We have also updated the How do I apply for government information? and the How to help someone make an access application? information sheets, which agencies can refer applicants or agents to if they provide redacted ID.
