'Document of a Minister' refers to a document in the possession of or under the control of a Minister, provided the document relates to the affairs of an agency.

Section 12 RTI Act
Section 12 defines 'document of an agency'. A 'document of an agency' is not a 'document of a Minister'.

Schedule 6 RTI Act
Under schedule 6, 'Minister' includes a Parliamentary Secretary.

Acts Interpretation Act 1954 (Qld)Under schedule 1 of the Acts Interpretation Act 1954 (Qld), a 'document' includes:

• a) any paper or other material on which there is writing; and
• b) any paper or other material on which there are marks, figures, symbols or perforations having a meaning for a person qualified to interpret them; and
• c) any disc, tape or other article or any material from which sounds, images, writings or messages are capable of being produced or reproduced (with or without the aid of another article or device).
