The decision related solely to the question of whether the applicant was required to pay a $30 application fee.  Applying the interpretation of 'personal affairs' explained in Stewart and Department of Transport (1993) 1 QAR 227, the Information Commissioner found that, as at least one of the documents falling within the terms of his initial FOI access application did not concern his personal affairs, the applicant was required to pay the application fee.
