This was a 'reverse FOI' application by GSA Industries which objected to disclosure of certain information in a tender lodged with the respondent for the supply of water meters.  The Information Commissioner decided that certain pricing information which was liable to be read out to interested parties at the opening of the tenders (whether or not it had actually been read out), could not qualify for exemption under either s.45(1)(c) or s.46(1).  However, applying the principles stated in Cannon and Australian Quality Egg Farms Ltd (1994) 1 QAR 491, the Information Commissioner decided that the remainder of the information in issue was exempt from disclosure under either s.45(1)(c) or s.46(1) of the FOI Act.
