The applicant was an employee of the respondent who sought access to a document written by another employee ('the third party') for the purpose of a grievance proceeding.  The grievance proceeding did not go ahead after the third party resigned. However, the respondent took other management action against the applicant on the basis of information provided by staff including the third party.  In the particular circumstances of this case, the Information Commissioner found that the document in issue qualified for exemption from disclosure under s.40(c) and s.44(I) of the FOI Act.
