In this case, the Information Commissioner applied the principles explained in McEniery and Medical Board of Queensland (1994) 1 QAR 349 in finding exempt, under s.42(1)(b) of the FOI Act, the identity of a person who had provided information for the purposes of a police investigation, pursuant to an express mutual understanding that his identity would not be disclosed to the applicant for access.
