Masterclass - Substantial and unreasonable diversion of resources

We are offering a webinar on refusing to deal with applications on the basis of ‘substantial and unreasonable diversion’ of resources (SURD). The SURD provisions are an important component of the balance between granting access to government documents, while ensuring that access requests do not unreasonably divert agency resources.

This webinar will provide practitioners with an opportunity to understand the requirements necessary to establish a refusal to deal on the basis of SURD.

Topics will include:

  • Essential prerequisites
  • Estimating work
  • Assessing what is ‘substantial’ and ‘unreasonable’
  • Process on external review
  • Case studies
