FOI Concepts

FOI Concepts explain key concepts used in the Freedom of Information Act 1992 (repealed).  They include references to previous decisions of the Information Commissioner where the concept was examined.

FOI Concepts are introductory only. They deal with issues in a general way and are not intended to be a substitute for the legislation. The Information Commissioner decides each case on its merits.

NOTE: With the introduction of Right to Information legislation on 1 July 2009, the Office of the Information Commissioner will no longer be updating the FOI Concept resources.  Please contact the Office if you have any associated enquiries.
